Open-shop general contractors that employ both union and non-union subcontractors offer access to 100% of the construction marketplace. By contrast, firms that are signatory to labor unions are restricted to using union-only subcontractors, which account for less than 20% of the construction labor force nationwide (22% in Massachusetts).
